I'm wondering if anyone have any info about the band and demo (members, location, complete tracklist etc).

There is a upload at Metalarea who list it as a 1994 demo with these 4 tracks. But I need more proof.

There is a singer named Jeff DeBold who played in a band called Korporal Punishment,the Soundcloud link of them is the same of the Scarred one (under his name), according to MA KP came from Indiana before relocating to Chicago (Illinois).

The band was from Illinois featuring vocalist Frank "Tattoo Frank" Spears (Damien Thorne, Premonition, The Altar, Deadly Bizarre)

Seem to also feature Gary Bradley (Bass)

Yes, this is the complete 1993 Scarred, self titled 4 track demo... from USA, Northwest Indiana/Chicago.
Tattoo Frank (v)
Kenny Lee (g)
Gary Bradley (b)
Gary Grimmler (d)... but on the j-card the photo has "Tyrants Reign" drummer Gabriel Anthony.

As per the j-card Four song demo:
